The National 815 Municipal Budget Survey — published on Nikkei Glocal

The combined general account (total expenditures), only the budgets comparable to the previous fiscal year, of 741 cities/wards of FY2022 was 51.3251 trillion yen. A 2.1% increase from FY2021. 554 cities/wards (74.8% of all) increased their budget, including 274 cities/wards having the highest initial budget ever. Mine City in Yamaguchi Prefecture, set its budget to 19.873 billion yen, an 24.1% increase. The only city in Japan to surpass the increase rate of 20%.
